SPECIAL MEETING
CITY COUNCIL
CITY OF POINT PLEASANT
January 21, 2010
The Common Council of the City of Point Pleasant, a municipal corporation in Mason County, West Virginia, met in Special Session at the City Building, 400 Viand Street at 7:00 p.m. on Thursday January 21, 2010.
The meeting was called to order by Mayor Brian L. Billings who led the Pledge of Allegiance to the Flag.
A wavier of notice is attached to this set of minutes. The purpose of the meeting was to discuss and take any necessary action with regards to:
1. PAY/SALARY ORDINANCE (POSSIBLE 1ST READING)
Mayor Brian Billings called the meeting to order and asked for a motion to go into executive session pertaining to personnel matters. Councilman James Bowles made the first motion while Linda Smith made the second. The motion passed 8-0. Council went into executive session at 7:02 p.m. to discuss personnel matters.
At 8:25 p.m. Barbara Brown made a motion to come out of executive session and James Bowles gave the second motion, which passed 8-0.
City Attorney R.F. Stein advised Council of several meetings that were held in order to draft a proposed pay/salary ordinance to comply with the provisions of West Virginia Code section 8-5-12 which states that the governing body of every municipality shall, by ordinance, fix or caused to be fixed, the salary or compensation of every municipal officer and employee; Provided, That the salary of any officer shall not be increased or diminished during his term of office. Council then discussed an amended draft for the proposed pay/salary ordinance. Council then approved the first reading for creating and enacting Article 165 of the Codified Ordinances of the City of Point Pleasant to fix or caused to be fixed, the salary or compensation of every municipal officer and employee. The first motion to approve the amended version of Article 165 was given by Linda Smith and seconded by James Bowles. The motion passed unanimously 8-0.
Being no other business, Sam Juniper made a motion to adjourn. James Bowles made the second motion and being unanimously approved, the meeting adjourned at 8:28 p.m.
