the
meeting
up
to
questions
from
Council
members
regarding
the
proposed
budget.
A
lengthy
discussion
followed
with
many
questions
from
Council.
Finance
Director
Ron
Siders
answered
many
questions
and
concerns
that
members
of
Council
had.
Ronald
R.
Kapp
made
a
motion
to
approve
the
2005
General
Budget
contingent
on
State
Auditor
approval.
Robert
C.
Doeffinger
added
the
second
and
the
motion
passed
unanimously
.
Ronald
R.
Kapp
made
a
motion
to
approve
the
Coal
Severance
Fund
Budget
contingent
on
State
Auditor
approval.
Robert

unanimously.
The
Mayor
then
presented
the
2ND
reading
of
an
amendment
to
Article
1309.01
of
the
Codified
Ordinances
of
Point
Pleasant
and
the
1972
Zoning
Ordinance
defining
"Home
Occupation".

made
a
motion
to
approve
the
2ND
reading
with
the
right
to
amend.

the

After
discussion,
the
motion
passed
unanimously.
The
Mayor
then
presented
the
2ND
reading
of
an
amendment
to
Article
705
of
the
Codified
Ordinances
of
the
City
of
Point
Pleasant
dealing
with
Yard
Sale/Garage
Sales.
Ronald
R.
Kapp
made
a
motion
to
advance
to
3RD
reading
with
right
to
amend
language
on
signage
and
business
owners
having
yard
sales.
Robert
C.
Doeffinger
added
the
second
and
the
motion
was
passed
unanimously.
The
Mayor
also
presented
an
amendment
to
Article
739.02-b
of
the
Codified
Ordinances
of
the
City
of
Point
Pleasant
dealing
with
raising
the
cost
of
General
License
Taxes
(Business
License)
to
$20.00.
After
discussion,
Ronald
R.
Kapp
made
a
motion
to
advance
the
amendment
to
2ND
reading
with
right
to
amend.
Robert
C.
Doeffinger
added
the
second.
After
further
discussion,
the
motion
passed
unanimously.
The
Mayor
added
that
the
amended
ordinances
resulting
in
the
raising
of
any
fees
would
require
a
Legal
Advertisement
allowing
for
input
from
the
residents
of
the
City.
The
Mayor
then
presented
a
resolution
declaring
the
month
of
April
as
"Litter
Control
Month"
in
the
City
of
Point
Pleasant.
M.
Leota

made
a
motion
to
adopt
the
resolution
and
Kevin
R.
Nott
added
the
second.
The
resolution
was
adopted
unanimously.
Discussion
followed
as
to
what
the
City
would
do
to
help
facilitate
the
litter
clean-up
within
the
City.
The
Mayor
also
presented
a
proclamation
declaring
the
month
April
as
"Fair
Housing
Month"
in
the
City
of
Point
Pleasant
in
recognition
of
the
36TH
anniversary
of
the
Fair
Housing
Act.
James
W.
Fetty
made
a
motion
to
adopt
the
proclamation
and
Kevin
R.
Nott
added
the
second.
The
proclamation
was
adopted
unanimously.
Being
no
other
business,
Ronald
R.
Kapp
made
a
motion
to
adjourn.
