CITY OF POINT PLEASANT
March 24, 2003
The
Common Council of the City of Point Pleasant, a municipal corporation in Mason
County, West Virginia, met in Special session at the City Building, 400 Viand
Street at 7:00 P.M. on Monday, March 24, 2003.
The
following were found present:

Waiver of Notice is attached to this set of minutes. The purpose of the meeting was (1) TO DISCUSS AND TAKE ANY NECESSARY
ACTION ON THE GENERAL FUND BUDGET FOR FISCAL YEAR 2003-2004; (2) TO DISCUSS AND
TAKE ANY NECESSARY ACTION ON THE COAL SEVERANCE BUDGET FOR FISCAL YEAR
2003-2004; (3) TO DISCUSS AND TAKE ANY NECESSARY ACTION ON THE RATE OF PAY FOR
BALLOT COMMISSIONERS AND EMERGENCY COMMISSIONERS; AND, ELECTION OFFICIALS (POLLWORKERS)
IN THE UPCOMING MAY 17, 2003 CITY ELECTION; (4) TO DISCUSS AND TAKE ANY
NECESSARY ACTION ON THE APPOINTMENTS OF BALLOT COMMISSIONERS (2) AND EMERGENCY
COMMISSIONERS (2); AND, ELECTION OFFICIALS (POLLWORKERS) FOR THE MAY 17, 2003
CITY ELECTION; (5) TO APPROVE THE CANDIDATES FOR THE MAY 17, 2003 CITY ELECTION;
(6) TO DISCUSS AND TAKE ANY NECESSARY ACTION ON THE CONTRACT FOR CAMP CONLEY;
AND, (7) TO DISCUSS AND TAKE ANY NECESSARY ACTION ON THE CITY EMPLOYEES
RETIREMENT PLAN.
The meeting was called to order by Mayor C. Edward Woomer who
led Council in the Pledge of Allegiance to the Flag. City Clerk Marilyn L. McDaniel led Council in prayer.
Robert Doeffinger moved to approve
the General Fund Budget for Fiscal Year 2003-2004, subject to the approval of
the WV State Tax Department. Carol
Jones seconded and the motion was unanimously approved.
City Attorney James M. Casey called by telephone from Hawaii
to offer assistance to Council Members.
On motion by Carol Jones, second by James Wilson, Council
unanimously approved the Coal Severance Budget for Fiscal Year 2003-2004,
subject to the approval of the WV State Tax Department.
Carol Jones moved to approve the rate of pay for the Absentee
Ballot Commissioners, Absentee Emergency Commissioners, and Election Officials (Pollworkers)
for the upcoming May 17, 2003 City Election as follows:
a. $52.00 per day (8 hours per day at $6.50 per hour Ballot Commissioners and Emergency Absentee Voting Commissioners.
b. $90.00 per day for Election Officials (Pollworkers) Election
Day.
c. $25.00 for Election Officials (Pollworkers) Training
d. $20.00 for picking up Ballot boxes and $10.00 for Escort.
Ronald Kapp seconded and the motion was passed unanimously.
Ronald Kapp moved to approve the Democrat list of Election
Officials (Pollworkers) including the appointment of Allene Plants as Absentee
Ballot Commissioner and Steve Littlepage as Emergency Absentee Voting
Commissioner subject to City residency requirements. Carol Jones seconded and the motion was unanimously approved. A list is herewith attached.
Robert Doeffinger moved to approve the Republican list of
election Officials (Pollworkers) including the appointment of Regina A. Johnson
as Absentee Ballot Commissioner and Laura J. Gaskins as Emergency Absentee
Voting Commissioner subject to City residency requirements. Leota Sang seconded and the motion was unanimously approved. Letter is herewith attached.
Carol Jones moved to approve the Republican and Democrat list
of Candidates for the upcoming May 17, 2003 City Election. Robert Doeffinger seconded and the motion was unanimously approved.
Dan Rodgers, Water Superintendent, appeared before Council
and presented a standard RUS water purchase contract for use in drafting a water
purchase contract between Mason County Public Service District (Randy Grinstead)
and the City of Point Pleasant as received from Manning H. Frymier, P.E.
Director of Engineering, Cerrone Associates, Inc. Mr. Rodgers advised that our wells are not at peak performance now and
the project continues on proposed new wells. Therefore, he had questions on several issues contained within the
contract: A.3. Metering Equipment; B.2. Connection Fee; C.3. Water Testing
Expense; C.4. Failure to Deliver. Council
unanimously approved to have City Attorney James Casey review the contract and
propose modification; and also review contracts for J-2-Y, Gallipolis Ferry, and
Mason County PSD Booster Station on Sand Hill Road.
Tim Potter, Village Insurance, Inc., presented the Travelers
Life & Annuity Section 457 Deferred Compensation Plan for the City of Point
Pleasant. He discussed the
investment options and service advantages with the convenience of a local
agency. Upon Council’s
recommendation, Mr. Potter will meet with all City employees to discuss the new
retirement plan which is similar to the existing plan with PEBSCO.
Upon motion by James Wilson, second
by Ronald Kapp, the meeting adjourned at 8:30 P.M.
